Eagle Intelligence monitors six categories of open-source maritime intelligence feeds:
Tier 1 — Official Authorities
Tier 1 sources are treated as ground truth for incident confirmation. A Tier 1 advisory automatically triggers HIGH urgency classification.
Tier 2 — Industry Intelligence
Tier 2 sources provide market context, vessel movement analysis, and commercial intelligence. Cross-referenced with Tier 1 for incident confirmation.
Tier 3 — Maritime Media
Tier 3 sources provide context, industry reaction, and breaking developments. Treated as leads requiring Tier 1/2 cross-reference before HIGH urgency classification.
Tier 4 — General News Wires
Tier 4 sources used for market-moving news, geopolitical context, and incidents where maritime coverage is secondary. Headline figures verified against primary sources.
Tier 5 — Brokers & P&I Clubs
Tier 5 sources provide insurance, freight market, and risk pricing intelligence. Particularly valuable for war risk premium movements.
Tier 6 — Financial & Research
Tier 6 sources provide macro context for market intelligence articles, particularly oil price and freight rate analysis.

Forecast Ledger
Eagle puts its own judgment on the record. Once a day the desk issues fixed yes/no questions about where the War-Risk Index bands will stand 7 days out (and 30 days out for the headline), attaches a model probability and a 90-day base rate, and appends them to an append-only ledger. Where a subject has sat at one band for months, the desk swaps in a harder question — whether it clears the target on at least N of the next 7 daily checks, with N set so the historical answer is near a coin flip. On every wire cycle, due questions are resolved mechanically against the public index changelog and scored with the Brier score. Issued forecasts are never edited or removed, and questions never concern a named vessel or person.
